作为《国土防线》的续作，《国土防线2：革命》将会有一些“全新的特性”，而且将目光的焦点转换到了新的角色和新的设定上。续作甚至不会采用同样的角色。
游戏的故事发生朝鲜大军攻占美国4年后(《国土防线》的故事情节)，几个全新的游戏角色将为被战火吞没的费城街道上位自由而奋战。通过在开放世界中雇佣反抗军战士，使用游击战术，玩家将可以出其不意的打击占领军，并在对抗中渐渐居于上风。玩家可以靠自己单独来完成，也可以通过多人合作模式和其他玩家一起来走向成功之路。
