在本作中，你作为城市消防部门的中心负责人，将负责制定给个救援战略及紧急部署。无论是扑灭小火灾还是抢救被困人员，亦或是灾难性大事件，比如列车脱离轨道，城市的安全都将由你来保护。为了做到这一点，你不仅需要招聘和培养专业人才，还得升级和调整相关设备。每一个任务都将由虚拟的“消防队长”和他的成员来应对，所以也是必不可少的东西。
