《雷霆归来Final Fantasy XIII》的语言在地化作业与系列前两作《Final Fantasy XIII》、《Final Fantasy XIII-2》相同，都是由SQUARE ENIX 与日本亚洲索尼计算机娱乐（SCEJA）共同开发，其中繁体中文字幕/选单的中文化作业同样是由SCEJA设于台湾的中文化中心负责执行，首度达成与日文版同步推出。

《最终幻想13：雷霆归来》作为一再延期的作品，同时在台湾、香港及韩国同步发行中文及韩文版本Xbox 360版本。中文版采用中文字幕及选单、日文语音的方式呈现。

本作是「至高神布涅贝哲」的觉醒相关的故事，且是13系列的完结之作。
