海军上将尼诺是一款策略类的射击游戏，玩家的国力日渐没落之时，邻国对你的国家发动了侵略。敌人从海上、空中而来，房屋倒塌，同胞受难之际，中玩家驾驶战舰迎击侵略者。敌人的战舰各式各样，空中飞艇也呼啸而至。玩尽要尽可能的消灭敌人，来增加积分，升级武器。一般玩家发射水雷可对付来自海上的敌人。打击空中的飞艇时，玩家需点击左下角的人物图标来切换武器。游戏操作就是这么简单。
《海军上将尼诺》的画面采用了漫画的风格，游戏操作很简单，主要靠点击鼠标发射水雷或防空武器，可是玩家只能的固定地点发射武器，无法移动，不能向前向后，无法向左向右。所以打击远近的目标时调整好炮管的角度很重要。
